Twice the rows
Each character cell shows the upper-half block, and the top and bottom halves of the cell take their own colours. The grid is twice as fine vertically as an ordinary character picture, which is why it reads so much sharper.
Palette
Source takes each half-cell's colour from the picture. ANSI 16 snaps those colours to the 16 colours of a terminal, the palette that old bulletin-board art was drawn with.
Every option, from the app
Generated from the registry the app publishes, so this list is whatever the current build actually ships — not a copy of it.
